Is this product rated for commercial conference room applications? Can a power strip be added to provide power to additional DC voltage devices behind the display?
You can plug anything you want into the AC receptacles.
If you need more space for power supplies, consider the ENP0900 or ENP1700 enclosures.
Legrand AV's Chief brand has the PAC series of in-wall enclosures that are designed more for the commercial space.

Where do I find the template for the low wall outlet, the one that has an extension cord
You use the lower brush plate. Hold it flush against the wall and trace the gaps between the widest areas of the plate. Remove the plate and using a straight edge join the lines.

Can I swap this into the Sanus 17” cut out?
If you are referring to the Sanus SA-IWB17 17" In-Wall enclosure, then there isn't really a reason to use this product with it. You can use the existing knockout holes in the 17" enclosure for low voltage cable entry (HDMI, Audio, Ethernet, etc).
For an outlet kit to go inside the enclosure, look to the following part numbers:
