will this switch replace a lightolier lsw4bdc switch

No, The LMSW switches only work in the Wattstopper Digital Lighting Management (DLM) System.

Can the swtich be controlled by a staff only? Can the sswitch coverplate have a key lock?

We don't have a key lock DLM switch, but you could use a low voltage key lock switch (like the 1250L) connected to an LMIN-104 interface. The other option would be to mount the switch in a secure area where only authorized personnel have access to it.

can these be used to dim lights

By default they are configured as toggle buttons, but the buttons can be configured to function as dimmer buttons via programming.
