can I use Legrand floor boxes with other manufacturer cat6 jacks (i.e Belden, Commscpe). in other words, is the footprint compatible?

Yes, the 880W3838TCAL floor box and brushed aluminum flange assembly that's designed for wood floor construction can accept other manufacturers jacks such as Belden or Commscope among several others.
