Can you provide a list of ideally compatible LED bulbs, as your competitors (i.e. Lutron) do?
This dimmer is compatible with most CFL/LED dimmable bulbs (except 0-10V LED drivers).

Installed a Legrand LSCL 453P dimmer as a 3 way and also a single pole application on LED lights. Single pole works fine and dims well but as a 3 way on the same lights the dimmer won't dim although the switch part works fine.
Please contact Technical Support so they can troubleshoot the dimming issue with you.

When dimmer switch is in the off position, the (4) LED lights in ceiling cans are illuminated with a very faint glow. The intensity adjustment has no effect on this glow which is evident at night with the lights off. Have confirmed correct common terminal
I would check your total wattage to confirm you are above the 10W minimum for this dimmer. You can also try adjusting the low end trim as described in step 7 of the instruction sheet(link attached). If that doesn't help, you may want to try a universal dimmer(like RH703PTUTC) designed to handle a larger range of types of LED's.
