TradeMaster® Toggle Slide Dimmer is designed for use with compact fuorescent or LED lighting fixtures. This single pole 3-way switch can be used in a two-location layout. The TSDCL303PTC can only be used in one location of a 3way and the other needs to be a 3way switch. You would need to use Multi-location dimmers or master/remote dimmers to dim both both sides of a 3way.

Does this work with a Satco 9.5w, 2700 k light bulbs

The dimmer should work fine as long as you make sure the Satco bulbs state that they are "dimmable".
