Specifications on this switch are confusing. In the description it says 277V, in the contact rating it says 120/277, then in the voltage section it says 120V. Stamped in the metal on the front of the switch it says 120V. Which rating is accurate?

does the pilot only illuminate when in on position?
Yes, a "pilot" lighted switch is lit when the circuit is ON.

I just purchased two of these switches PS20AC1RPL. Can they be used as 3-way switches? And if so, will both pilot lights be lighted when on?
The PS20AC1RPL is single pole only. You need the PS20AC3RPL's and both Pilot lights would work in a 3way.
